God was not surprised by the nation of Israel's temporary rejection of her Messiah. Matthew 16 is such a tremendously important chapter in understanding the entire Bible, although many do not recognizes its importance. Instead of the Kingdom of Heaven being at hand, now Jesus began revealing revelatory bombshell after bombshell as He unveiled what would happen in between the King's rejection and the return of the King at the end of the age.
