Is God The Author Of Sin?

If God does not just let sin happen, but it is part of His divine overall plan, is He responsible for it? If God from the beginning, always planned to have Jesus save people from their sin, He must have actively determined for Adam to sin, and is He the responsible? If God sends a lying spirit, or has Satan entice David, is He responsible? If He ordains sin to punish other sins, how is He not responsible?
