Paul here talks about servants of Satan, Satan's ministers. Do they know they are doing this? Are they aware that they are serving Satan and advancing his agenda? Most likely they don't BUT they are still doing his bidding and perfectly serving his purpose and goals. That is what Paul is arguing in this passage.
