The Apex of Evil and the Apex of Sovereignty

In the second portion of Peter's first sermon Peter describes the guilt of his audience in having turned over Jesus for crucifixion.

This is the apex of evil, the most wicked event in human history, the murder of the Son of God.

Profoundly it is also the apex of God's sovereignty. Peter tells us that this wicked happening takes place according to the definite plan and foreknowledge of God.

How do we connect these paradoxical truths?
