In the fall of the Kingdom of Israel we see God's justice displayed. Hoshea, the world's false saviour, can only condemn, but he is a foil to set of Jesus (Yeshua), the King who saves by taking upon himself the judgement that we richly deserve for our sins - the Judge becomes the saviour!
