Genesis 11: 1-9 describes the city of Babel, and the tower mankind was attempting to build into the heavens. All people on earth were in one place and spoke one language, and they had a unity - but not of a godly kind. It was the unity of rebellion against God, which is the only kind that sinners can have. They were disobeying God's command to "fill the earth and subdue it." God gave an amazing demonstration of His power in instantly creating multiple languages, and causing everyone to speak something different AND forget the language they had in common. God's Will cannot be thwarted. While cities are not necessarily evil (as demonstrated by the New Jerusalem), we can see many examples in the Bible and also modern examples of cities that are cesspools of sin. Many wicked in one place, and many of them there for the purpose of hiding their deeds in anonymity, cannot lead to anything good.
