God, a Consuming Fire

The pall of God's wrath and judgment continually hangs over all of human history. God's continuing purpose is to shake the things made in order that the things that cannot be shaken—His eternal kingdom, may remain.

The apostle is warning and challenging these wavering saints with a final exhortation to persevere by being grateful or grace-filled that they have now received that kingdom, even though they are suffering now. God is working on them to prepare them for their place in that kingdom. Thus, they are to fear God and serve Him now as they wait for Christ's return.
