Remember that this epistle is written to the Jewish Christian that has been scattered because of persecution to various place in the nation of Israel and also among the nations (Gentiles). That they have begun churches where they came should be beyond dispute. (Ja.2.1; 5.14)
James now turns the attention of his reader to another kind of temptation, which the Lord does not bring upon any man. That temptation is the enticement to do evil. Coupled to this, and the main point of James' epistle is to stir the Jewish saints to be doers of the word and not hearers only. The message has application to every Christian.
