Church & State: The Biblical Role of the Civil Government Toward the Church

Tolerance.
Open-mindedness.
Religious freedom.
These are the "theological" terms of the modern state religion of pluralism.
Does the Bible teach pluralism?
Is the role of the civil government to be "neutral" on religion?
Is there such a thing as neutrality?
Rom. 13:4 teaches that the civil ruler "is the minister of God to thee for good."
What is the Biblical definition of "good"? Is it simply the absence of evil? Is the civil government simply to leave the church alone, do it no harm, nothing more?
That's not what the Reformers thought. Nor the authors of the Westminster Standards. Nor the Puritans.
Because that is not taught in the Bible.
